A Seemingly Random Pantry - Transformed into Dinner, no spending required.

When you're looking at your pantry, trying to find inspiration for dinner - and failing - take a mental inventory, then head over to AllRecipes.com's by-ingredient recipe search! This lets you put in the ingredients you do want to use, along with ingredients you don't want to use (that is, those you don't have on hand), and it will pull up a list of its recipes that meet your criteria.

Why does this boost your budget? This tool makes you aware of new-to-you recipes that use your stockpiled items, and also prevents you from making unnecessary extra grocery store trips to buy a few items just to get through the evening meal.

Recipezaar also has a similar function, in case you want even more ideas. Just click the Ingredients toggle before you enter your desired ingredient(s) in the search field at the top of the page.

I use that function of recipezaar quite often with some good results. Also, if you are rolling in canned soup the Campbell's website has some great recipe ideas here: http://www.campbellkitchen.com/recipeideas.aspx
